In my own words mitigation is making the natural disaster less destructive. By this I mean you make the disaster have less of an affect on the environment around you.
I can make the wind turbines stronger so when a tornado is coming they should have a sensor for the strong winds coming towards it to completely blow the tornado off course.
My technology is possible because they already exist. I am just making a different purpose for them and making them but stronger.
